Lokna Djaobele
Lokna Djaobélé est spécialiste en planification stratégique et opérationnelle.
Ingénieur de Génie Civil et Diplômé en Management des organisations et en Gestion bancaire et financière, il a servi dans l’administration camerounaise, au ministère en charge des infrastructures routières, comme chargé d’études, inspecteur chargé des questions techniques, et sous-directeur chargé de l’entretien routier, avant de rejoindre INT-DEC en 2008.
Au sein de l’équipe INT-DEC, il est notamment chargé de coordonner les activités d’élaboration des stratégies sectorielles, de programmation et de cadrage budgétaires sectoriels, de préparation des programmes d’’investissements publics, d’évaluation des performances opérationnelles des structures gouvernementales… C’est aussi l’expert en infrastructures dans le groupe.
Charles N’Cho Oguie, Ph.D.
Charles N’Cho-Oguie is Emeritus Professor of Economics at the University of San Francisco, USA. He is a leading expert in macroeconomic policy management and capacity building, as well as in macroeconomic modeling, strategic planning and budgeting for developing countries, with special emphasis on Africa.
Prof. Ncho has also worked for over twenty years as a senior international consultant for the World Bank, the United-Nations Development Programme (UNDP), and the Economic Community of the West African States (ECOWAS). He has also worked as a technical advisor to many African governments, including Cameroon, Cote d’Ivoire, Burkina Faso, Niger, Burundi, Tanzania, Gabon, The Republic of Congo, and the Democratic Republic of Congo (DRC).
Prof Ncho is also a leading expert in macroeconomic modeling and Medium Term Expenditure (MTEF)-based strategic budgeting. He developed large computable general equilibrium models (CGE) for development policy analysis (Egypt, Benin, Cote d’Ivoire), as well as economy-wide multisector and multi-period macro-econometric models that are currently used by countries to prepare macroeconomic policy and budget frameworks (Cote d’Ivoire, Cameroon, Burundi, Tanzania, Niger, Gabon, RC and DRC).
LUTEGANYA Leonidas
LUTEGANYA Leonidas Kamugisha is Software / Electrical Engineer specialised in System analysis, design and development.
In INT-DEC he is an IT Expert for the Medium Term Expenditure Framework and related applications.
He joined INT-DEC full time since April 2009 and is in charge of System analysis, design and development of various tools including planning, budgeting and expenditure tools for the Medium Term Expenditure Frameworks.
Before joining INT-DEC, Leonidas LUTEGANYA worked for 7 years (October 1997-Feb 2002) for a Dutch/Tanzanian Software developing company in the capacity of Senior software Engineer with responsibilities for systems analysis, design and development both for in and out of African Clients. Also he worked for the University of Dar es Salaam Computing Centre in the same capacity for 5 years (Feb 2002 to April 2009).

Au sein du Cabinet INT-DEC, Expert en Programmation Macroéconomique-Modélisation ;
Finances Publiques – Cadrage Budgétaire à Moyen Terme.
A rejoint le Cabinet INT-DEC en plein temps depuis Août 2009, et est en charges des questions macroéconomiques et finances publiques. Coordonnateur des activités de Programmation et de Modélisation macroéconomiques ainsi que des questions de finances publiques, notamment l’élaboration des Cadres de Dépenses à Moyen Terme au niveau Central.
Avant de rejoindre le Cabinet INT-DEC, Raphael N’GUESSAN a travaillé pendant 12 années (Janvier 1997 à Juillet 2009) dans l’administration ivoirienne, comme chargé d’Etudes à la Direction de la Prévision et la Conjoncture (Janvier 1997-Juin 1999), Cumulativement Assistant du Directeur Général du Budget et des Finances, Sous-Directeur des Etudes et de la Formation, et Contrôleur Budgétaire (Juillet 1999-Juillet 2009).
Raphael N’GUESSAN est également membre du Panel des Consultants Internationaux, experts en Programmation Macroéconomique et Modélisation de la Banque Mondiale.
